CODE OF CONDUCT AND DISCIPLINANRY ACTIONS

NVA affiliated bodies Rules
The name of the club shall be ‘Navnat Bridge Club’ and
is answerable to the Executive Committee of the Navnat Vanik Association (UK),
herein referred to as “NVA”.
The affairs of the club shall be conducted in
accordance with the spirit of these rules.
At
the NBC Annual General Meeting (AGM) the members shall elect the PRESIDENT, the
SECRETARY and the TREASURER (known as OFFICE BEARERS) and minimum of THREE
other members. At each AGM ALL Members
of the Committee shall retire but shall be eligible for re-election.
Candidates
for election to the committee must be proposed and seconded by existing
Members.
Should
the number of Candidates for election exceed three, a ballot shall be held and
those three candidates with the greatest number of votes shall be deemed
elected. Should there be more than one candidate for election as one of the
OFFICE BEARERS of the Club, then there shall be a ballot for the post and the
Candidate with the greatest number of votes shall be deemed elected.
Wednesday
Group shall appoint their own sub-committee members, minimum of five, before
the AGM.
The quorum for the committee meeting shall be 50% of
the committee members and the quorum for the general meeting shall also be 50%
of the membership or 30, whichever is lower.
Membership of the Club shall be open to both
NVA and Non-NVA members. Guests of members shall be welcomed provided
a member, who also takes a full responsibility for them, accompanies them.
Priority for membership will be given to members of Navnat
community.
The NBC committee reserves
the right to refuse membership to any member. The member will have a right of
appeal to NVA.
Membership subscription will be payable annually at
the rate determined by the executive committee from time to time. The rate will
apply to calendar year (i.e. Jan to Dec) There will be no abatement for those
who join part way through the year. There will be separate rates for
members and non-members of Navnat. The committee will also determine the rates
for the guest fee and joining fee. There will be no refund when someone ceases
to be a member part way through the year.
The
members will meet each Friday between 8.30 pm and Midnight at the Navnat
Centre, Printing House Lane, Hayes, Middlesex UB3 1AR to play Rubber, Duplicate
and forms of Bridge.
There will be a monthly duplicate tournament,
usually on the second Friday of the month. If, for some reason, this is not
possible, then the executive committee may schedule it on another Friday or
defer the tournament to the following month.
Since NVA has allowed the Club the use of Navnat Centre without any rent, it (NVA) has the first call on the use of the hall. Thus, there will be no bridge on the days when the hall is required by NVA. However, alternative venue may be hired, if time permits. Best endeavours will be made to notify any cancellation of meetings.
Provision for Tea and/or Snacks will be organised by the executive committee. Any member wishing to provide their own snacks must get approval from the executive committee.
No club member shall make any commitment on behalf
of the club or commit club funds without authorisation from the office bearers.
The rules of the club may be amended or rescinded
at a properly constituted meeting of the club subject to agreement by at least
75% of members present and voting.
In
the event the Club winds up, any surplus funds will be passed over to NVA for
its building fund.
The NBC COMMITTEE shall
have the right to take DISCIPLINARY action(s) IF:
a)
any member of the club
insults, verbally or in writing, any other member including committee member either during
play or any other time
b)
any member is rude or
uses an offensive language, either verbally or in writing, or misbehaves in any
way towards other members including committee members
c)
any member who sends out
unsolicited emails of a derogatory nature to group of members expressing
his/her views OR comments on the committee decisions without consulting any of
the OFFICE BEARERS of the NBC Committee.

DISCIPLINARY ACTIONS.
1.
Give a verbal or written
warning to the individual concerned.
2.
After verbal or written
warning, the individual member may be suspended for a specified period of time.
3.
Ban the individual from
taking part in external and/or internal tournaments for a specified period of
time.
4.
Terminate the NBC
membership for a serious or repeated offence.
Before any decision to
impose one or more of the above actions is made the offending member(s) shall
have the right to be heard by the NBC committee.
Any such Disciplinary
Action will require a TWO-THIRDS
majority of the NBC committee present and voting.
The decision on the NBC
Committee in case of all the disciplinary actions (except termination of NBC
membership, see escalation procedure below) shall be final and binding.
ESCALATION PROCEDURE FOR
TERMINATION OF NBC MEMBERSHIP.
Within SIXTY DAYS of
such a decision having been reached, and communicated to the member, the
individual shall have a right to appeal to either the Board of Trustees or to
the Special General Meeting of the Navnat Vanik Association (NVA) following the
termination of his/her membership. The
decision of the Board of Trustees and/or the NVA as the case maybe shall be
final and binding. The NVA’s laid down procedures of calling a Special General
Meeting shall be followed by the NBC Committee in this instance and it must
call such a meeting if requisitioned by the individual(s) concerned.

received from NVA following. These rules have been adopted by NBC after a

AFFILIATED BODIES AND MAIN BODY MEETING
The Executive Committee of Navnat agreed that all
affiliated bodies should implement the following changes to their bye laws and
regulation as soon as possible:
1. The constitution of Navnat Vanik association is the governing document for all activities of the association and its affiliated bodies. The EC has a responsibility that all affiliated bodies are aware of this constitution and devise their bye laws within the framework of this constitution and submit them to the General Secretary for approval by Executive Committee. All affiliated bodies should be sent a copy of the latest constitution for their reference. The bye laws should include following:
a) Electoral process for governing committee of the affiliated bodies consisting of President, Secretary, Treasurer and minimum of 2 committee members. Main NVA EC office bearers President, General Secretary and Treasurer will not qualify to hold offices in any of the affiliated bodies.
b) All AGMs should be held not later than one month after NVA elections. Terms of office will be in line with NVA constitution.
c) The bye laws should have a clear outline of financial control and accountability of funds and assets.
d) Accounting period of the affiliated body should be same as NVA accounting period. At present this is January to December.
e) Upon dissolution of the affiliated bodies all assets should be disposed of as directed by NVA.
2. The President and Secretary of Navnat should be automatic members of all committees and should be informed of all meetings, minutes and agendas.
3. No capital expenditure in excess of £500 should be incurred without prior approval of Navnat EC. The notification should be sent to General Secretary who will obtain EC agreement where necessary and notify the affiliated body concerned without undue delay.
4. All donations and Charity work can be done in the name of affiliated body but under the banner of NVA.
a) All approaches by other organisations should be referred to the General Secretary for action and guidance with recommendations. The General Secretary will refer the same to EC.
b) Fund raising activity may be started with the approval of the President and the secretary provided the purpose for the donation is for Jivdaya (Manav seva included) and in accordance with Navnat policy at the time.
c) All proceeds of fundraising to be accounted to NVA treasurer and authority should be obtained from the President or General Secretary of NVA prior to payment to the charity concerned.
d) Prior approval of the EC will always be required for donations in excess of £500.
5. All accounts should be completed and submitted within prescribed schedule prepared by NVA treasurer.
6. All accounts will be consolidated with NVA accounts for auditing.
7. Notional charges for usage of NVA facilities such as Bhavan and Darpan will be accounted for at special rates to be fixed by the EC. These charges will be applicable to all affiliated bodies and all NVA event committees.
8. All bank accounts held by affiliated bodies should have 3 authorised signatories and all payments should be signed by minimum of 2 signatories.
9. All affiliated bodies must transfer any surplus funds (as directed by EC) to Trustee accounts to be held by trustees on behalf of the affiliated bodies. These funds will be managed by the trustees and any income will be accumulated to the funds and will be released to the affiliated bodies when required and requested.
10. All affiliated bodies should have standing orders stating clear guidelines on affiliated bodies' activities and ensuring that:
a) All activities are properly insured against sickness, personal injuries, loss of life etc. It is important to ensure that NVA or its affiliated bodies do not inadvertently incur liabilities.
b) None of the functions or activities is clashing in terms of content or timing with activities of NVA or other affiliated bodies.
These rules will apply to all existing and future affiliated bodies.
